VBA issues order for unfenced pool
The Victorian Building Authority took action to fix a dangerous pool on Wednesday, which it says is a timely reminder for pool owners about the importance of having a proper pool safety fence.

Change in executive at VBA
Victorian Building Authority (VBA) Chief Commissioner Bill Kusznirczuk today confirmed that senior Government executive PrueDigby would commence as acting Chief Executive Officer of the Authority active from Monday, 25 November 2013. Ms Digby has resigned as a VBA Board member and will replace Joe Dimasi as VBA Chief Executive Officer.

National Occupational Licensing System update - Decision RISs released
As the next step towards introduction of the National Occupational Licensing System for the Plumbing and Gasfitting and Refrigeration and Air-conditioning occupations, Decision Regulation Impact Statements (RISs) are now available on the National Occupational Licencing Authority's website. These documents examine potential effects of introducing national licensing and show several models for how each occupation could be licensed under the scheme.
The Department of Treasury and Finance is seeking stakeholder feedback on these options. This will be the last opportunity for you to comment on the proposed reforms before the Standing Committee on Federal Financial Relations makes its final decision in late 2013.
Asbestos safety reminder
The Victorian Building Authority has updated information for consumers about asbestos safety and management in the document What you need to know about asbestos in the home. The information is useful for owner-builders, home renovators and business owners who are doing any building or plumbing work around the home or office.
Ensure the health and safety of your family, employees and yourself by identifying and managing asbestos before you start any renovations. There is a raft of advice and information available from WorkSafe, Environmental Protection Authority, Department of Health and your local council about dealing with asbestos.
If you've identified asbestos in your home or work place, contact a trained and licensed asbestos professional. You can find an asbestos removalist local to you on the WorkSafe website and read a recent safety alert.
Planning Minister The Hon. Matthew Guy has announced that a new era in Victorian building industry regulation will begin this Monday 1 July, with the commencement of the Victorian Building Authority (VBA). The VBA replaces the Plumbing Industry Commission and the Building Commission and will provide a one-stop shop for design and construction regulation. The full statement is available here.
Plumbing Amendment (Fees) Regulations 2013
The Plumbing Amendment (Fees) Regulations 2013 provides for a 2.5 per cent increase in plumbing related fees payable under Part 12A of the Building Act 1993. The new fees take effect on 1 July 2013. A full list of the fees is available here.
National Construction Code 2014 draft available for public comment
The drafts of the National Construction Code 2014 (NCC 2014) are now available on the Australian Building Codes Board's (ABCB's) website for public comment.
Note that the period for comment on the NCC 2014 drafts closes on Thursday, 1 August 2014, with comments to be submitted through the ABCB website.
Carbon monoxide testing course - book your place now!
The carbon monoxide (CO) training course is being run again throughout June, July and August across Victoria. The course aims to provide practitioners with the skills and knowledge to use CO testing equipment and complete the practical procedure to test gas appliances for CO emissions.
The course will cover the process you should follow to identify situations that could result in CO spillage within a residence.

Plumbing Practitioners recognised for training commitment
The annual Plumbing Industry Training Awards (PITAs) were held last night (Thursday, 14 March 2013) to recognise individuals and companies in the Victorian plumbing industry for their commitment to ongoing training. Find out more about the winners here.
Business as usual
On 29 November 2012, the Planning Minister, Matthew Guy, announced plans to reform oversight of Victoria's building industry regulation, with the establishment of a new Victorian Building Authority, which will have responsibility for setting and enforcing building industry regulation. The functions of the Victorian Building Authority, Building Commission and Architects Registration Board of Victoria will be absorbed into the proposed new Authority, with the industry consulted on the proposed changes prior to legislation being introduced to Parliament in 2013. Until the legislation is passed by the Parliament and the new arrangements are in place, the Victorian Building Authority will continue to operate as normal.

The Plumbing Regulations 2008 have been amended, with a range of changes commencing 19 October 2012. Changes to solar water heater requirements and updated reference to "AS/NZS 4234: 2008 Heated water systems - Calculation of energy consumption"; due to commence on 19 April 2013.
